This was  the planned launch of the Vetting & Barring Scheme, which would have enrolled over 9 million members over the 5 years of the phased roll out.  The scale of  the scheme was driven by the large numbers of people employed or volunteering across the different sectors working with children and vulnerable adults.

From Education, Health and Social Care, to the Faith and Sports sectors, each had justification for membership.  With the review expected to reduce this number, it will be important that alternative approaches to safeguarding policies, whistleblowing procedures and safe recruitment are adopted.
